Microsoft updates ready to load message... crashed my XP system

How do I get ahold of Microsoft Tech Support to tell them they've sent me
faulty software updates that crash my computer and operating system when I
try to access my Outlook Express and Mozilla internet explorer from the
desktop page? The updates cause a loss of all my POP3 and etc IP data loss
requiring me to perfrom a backdated system restore to recover.
I also would like to know how to control the system checkpoint taking dates
and times for future system restores.
