The problem is not with Outlook. There needs to be a file association for
JPG files. The easiest way to accomplish that would be to save the jpg file
then double click on the jpg file. It will not open but will ask you to
find a program on the web or pick a program to open with. Pick a program to
open with and make sure you have the box checked which says something like
always open with this application.
Now the JPG file will open to whatever application you associated it with.
