microsoft outlook 2003

I have tried to open outlook, and get this response:
"Cannot start Microsoft Office Outlook. Unable to open the outlook window.
the set of folders could not be opened. The server is not available.
Contact your administrator if this condition persists.

Have you configured Outlook from the Control Panel's 'Mail' applet?

Is this something that has been working before? Please give us more
information, e.g. Outlook version, Account type.

it was working about 3 months ago, and just went out.
outlook 2003, I don't know what account type?

Account type is POP/SMTP, IMAP, or Exchange Server.

Open the 'Mail' applet from Control Panel, and check your account
settings. If they seem to be correct, delete the Profile and create a
new one.

Also check with your ISP if any settings or mail servers have changed.
