Microsoft Outlook 2002 SP3

Whenever I start Outlook, an error comes and I cant open it. The error is :
"Unable to open your default e-mail folders. The .DLL file for the
information service could not be found. MAPI was unable to load the
information service PSTPRX.DLL . Be sure the service is correctly installed
and configured."

Try updating your MDAC to V2.8. It's in the MS download area.

The Microsoft Knowlage base says to install the latest service pack SP3.

I tried this suggestion as well as
http://support.microsoft.com/kb/302107/en-us.
I couldn't get either of these to solve the problem. Any other suggestions?
I really need this to work.
