Microsoft Office Outlook 3

I can no longer access this program. I get an error message stating it could
not be installed. There is an error in syntax or format of this file.

Can not start in safe mode, I get the same message.

I reinstalled the program yesterday and still get the same message.
 
Microsoft never had a program called "Outlook 3".
You need to be more specific...
