cut back on all those errors that you posted. Just explain in general. Will
help much more to get you an answer and help.

No, the OP needs to go to their Network Admin or whomever is responsible for
maintaining the computer - it appears "someone" or malware (virus, trojan,
adware) has been messing around with "security" and/or "group policy" -
notice all the services fail to start with insufficient privileges, once the
important services fail, it will all cascade so even a simple "hello world"
program won't run.
