Event 59 Sidebyside errors

XP Pro SP2 on any platform (Dell, Compaq, etc.) This is a domain device, but
is in the Computers container where only Default Domain policy is applied, of
which there are very few - certainly none that would cause the errors listed
below.

At every boot, there are 6 errors in the System Event log. I am making the
assumption that these are 3 pairs, 2 events for each error, but there is
nothing to confirm that.

So, 3 of the errors are in the form:
Event 59, Source Sidebyside
"Resolve Partial Assembly failed for Microsoft.Common.Controls. Reference
error message: Access is denied."

The other 3 are in the form:
Event 59 Source Sidebyside
"Generate Activation Context for %1. Reference error message: The operation
completed successfully."
The %1 in each of the 3 are WININT.dll, shell32.dll and urlmon.dll

I'm finding a lot of people online asking the same questions, but no answers
being put forth. So, can anyone tell me:
1. What is Sidebyside?
2. What program/file/folder is being referenced by the "Access is denied" in
the messages? (if these aren't error pairs?)
3. Why is an error recorded at all in the 3 messages that say "The operation
completed successfully"?

It seems pretty clear that these processes are trying to do something to
something else and don't have access rights, but I can't determine what they
don't have rights to so I can adjust it accordingly.

Any hellp would be appreciated.

BB,

I'd already checked EventID.net. The only reference on there is for the
timedate.cpl which is not what we are experiencing here. The 3 errors we are
getting are for WININET.dll, shell32.sll and urlmon.dll.
