I think you click on Microsoft Communities, then Tools, then Newsgroups,
then type .es in the box to see a list of all the newsgroups in Spanish, or
type .es.windowsvista to see only the Spanish equivalent of this newsgroup.
Click on the newsgroup you want, and then on Subscribe
