Microsoft .NET Framework SDK refuses to install

When trying to install the Microsoft .NET Framework SDK
downloaded from Microsoft I get the following error.

"Before you can install Tools or Samples, Microsoft .NET
Framework 1.1 must be installed. However you can choose to
install only the document. Click Previous to change your
options or click Cancel to exit Setup."

I have all component options selected for install:

- Software Development Kit
- SDK Examples
- Documenation

I downloaded setup.exe so I could install the .NET Framework!

Strangely enough, the documenation option is grayed-out and
cannot be unselected. What's going on?

Sounds like you have the SDK, not the framework. They are separate installs.
