.NET Framework Configuration Tool in .NET 2.0 Redistributable Package

I installed .NET 2.0 Redistributable Package, but it not contain .NET
Framework Configuration Tool. you know the SDK has a large size 4XXM,
i don't want to install this SDK.

how to set Code Aceess Seaurity functions if i don't install SDK?
