Microsoft Internet Explorer Advertisment Pop-up

New brower window keeps openning up with nothing in
it,ran adware,spyware,norton anti-virus and anything else
that I could find still keeps comming up.Also have pop-up
blocker.
Can anyone help!!!!!!!!!!!!!!!!
