Microsoft internet explorer advertisment window

can anyone tell me now to get rid of new browser that
open at random times that has this as a header (Microsoft
internet explorer advertisment) but has nothing in it.So
far no pop-up blocker that i have tryed helps or any
spyware/adware.I also have a Firewall no help.

This is being caused by third-party programs (adware, spyware, parasite)
