Can the Microsoft Experience Pack and/or the Microsoft Education Pack for
Windows XP Tablet PC Edition 2005 be used on Windows Vista?

I do understand, but your question may be better answered in a newsgroup
appropriate to your problem. This newsgroup is dedicated to the Microsoft
Access database product. The Microsoft website is not all that clear and may
have misdirected you.
