Microsoft Exchange Server Unavailable when opening Outlook 2000

When user first opens Outlook 2000 on Win 98 she gets
"Your Microsoft Exchange Server is unavailable. Retry, Work Offline, Help"

THis only happens when she first starts Outltook. She selects "Retry" and
gets
connected with no other issues.

Can someone guide me in the right direction to fix this?

Are you using Microsoft Proxy? Test to see if you still have this issue if
you disable Proxy.
