microphone problem HELP!!!

I just bought a new computer that came with windows xp
home. I have a webcam and seperate microphone, I can
send and receive video, but I am only able to receive
audio but not send. I have disabled my Norton Security
and Norton Anti Virus but I am still not able to send
audio. I have completed the audio wizard and it shows
the micophone is working. Just to verfy this I changed
microphones with my neighbour and I could hear him with
his micophone as well as mine but he couldn't hear me
with his or mine. The micophone worked on my old
computer with windows 98. Can someone please help me out.

Double click the little sound icon in your system tray and the select
Options/Properties. Then make sure that the Mic IS CHECKED FOR RECORDING,
BUT NOT CHECKED FOR PLAYBACK.

I verified this setting and I still have the problem. Do you have any other
Idea?

I have the following items selected:

Playback: Volume Control, Wave, SW Synth, CD Player
Recording: CD Player, Microphone, Line In, Phone.

I am using a Dell Workstation 360. I have this problem with two computers.
All the other computers in my network work fine.

I also checked and I have the firewall disabled.

Well the Microphone SHOULD NOT BE SELECTED in the PLAYBACK MODE. That is
your problem.

I finally figured it out. I had to disable the option "QoS Packet Scheduler"
in the network configuration and then everything worked fine.
