Messages w/ large attachments get sent repeatedly until deleted

I'm still using Outlook 2003. If I send a message with an attachment around
1mb or larger, the message gets stuck in the Outbox and is sent repeatedly
until I stop Send/Receive and delete the message. Receiving attachments of
any size is no problem. Sending large attachments from Hughes.net WebMail is
no problem, so I can't blame my satellite Internet service.
 
If you have intergrated Av, uninstall that, reboot PC, retest
If ok reinstall AV without the Outlook intergration.
Also check that your auto send / receive interval is not less than 10 mins
