message will not send

Windows XP Home, Outlook 2003 Pro.

Sometimes the message stays in the outbook. The addressee has a single quote
around the name like this '(e-mail address removed)'. Also instead of a closed envelope
icon, there is an open envelope icon. The message just sits in the outbox.
