I am using Outlook 2003 on Exchange Server.

From what I have been able to deduce, am I correct that to track message
reads on my sent message's tracking tab, that I must have the following
option selected:

Tools | Options | Email Options | Tracking Options
and a check next to "For all mesages I send: Request read receipt"

For those messages I sent when I did NOT have a check next to "For all
message I send" Request read receipt" there is no tracking tab and I am
subsequently not able to track reads.

Thanks for your help.

If you didn't ask for receipts when you sent the message, either by using
the global setting or the per-message setting, you won't get any tracking
information. Even if you did ask for receipts, you may get no tracking
information. It's not a sure thing.

Thanks for your time, Sue!
