I set a rule for newsgroups. It checks the incoming message Subject for
specific words. If it finds them, it's supposed to delete them. It doesn't
delete them, just won't allow me to download the message body. The same
rule set up in OE worked exactly like I wanted it to. Why doesn't it work
that way in Windows Mail?

Did the morons on MS attend the Coca-Cola schooling of marketing? Why screw
up a perfectly good mail/newsreader to grab a couple of percentage points of
market share.

And before anybody suggests that I switch to some other mail/newsreader, I
have tried most of them and found OE to suit my purposes just fine,
especially when it comes to message rule flexibility.

did you apply the STOP processing option to the rule.

are you absolutely sure you constructed the rule correctly.

I have found that such news rules work better if you select multiple actions
instead of just one. Scroll down the list of actions as needed, and select
Delete
it, Mark it as read, and Stop processing more rules.

If you have some existing news rules that were set up just by selecting
Delete it, go down the list of news rules and modify each one as needed.

Even this probably won't work for messages that are replies in a thread
that you started, though.

Look, the same filter works just fine in OE6. There was no reason to change
the way rules work under Vista's Windows Mail. The matter is moot now
anyway. I've found an OEM version of WinXP Tablet edition. I'll be going
back to OE6.

If that PC was originally designed for Vista, you might have
a tough time finding all the XP drivers.
Also, OEM editions are bound to one machine, and cannot be
transferred to another machine.
