Message rules for Windows Mail

If I'm in the wrong place I apologise.

With Windows Mail I use Message Rules to split my incoming post to one of
two places covered by "Where the To line contains etc, etc". Regularly though
I am sent stuff and then I am just one of many using C.C. and the message
then goes to my non-specific Inbox.
Is there any way I can set up a Rule for posts that are in the C.C. band and
not covered by the 'To' ruling?

There is an option "where to To or CC contains . . .". You might try that.
