Windows Mail Message Rules

I have Windows Mail (on Vista 32) and this has an Inbox and a Sent box for my
general mail. However, I currently have a topic for which it would be
convenient to have both incoming mail and my own outgoing mail held in one
folder.

I can easily set a rule to place incoming mail on this topic into a separate
folder but I cannot get my own outgoing mail on that topic to be stored there
- other than by manually moving it between folders after it has been sent or
by manually applying the rule to the Sent box.

Can I devise a rule which will automatically identify and move my Sent mail
on this topic to the new folder?

No. The two ways you mention are it.

Another way would be to cc the message on that topic to yourself instead
of/or in addition to saving the sent message, the rule would then be applied
to your "received" message
