Message in Paint in German on English Windows Version

This is something strange that just started to happen
recently.

In Paint (built in to Windows XP) when you try to close a
document without saving, a message appears asking you if
you want to save (Yes/No/Cancel). However, the message is
in German: "Änderugen in [untitled] speichern?".

Why has this occured, nothing else in XP is in German.
How can I get it back to English?

CHeck to see if you have a file called mfc42loc.dll
somwehere on the computer. If so, temporarily rename
it to mfc42loc.bad, reboot and see if the problem is cured.

This happened to me once. In my case, russian started
showing up in odd places. Turns out an application
had installed that (by mistake) in windows\system32.
