merging stories into book

I'm trying to assemble a number of short stories into a book, into one, continuous document. I want to have the flexibilitky of quickly and easily shifting the stories around until I find the right order.

I'm trying to do this in Word, but I have the entire Office suite, including OneNote, if there's an easier program in which to accomplish this.

Does anyone have any suggestions?
