Menu Bar Placement

While setting up a new site the menu bar has moved from the left to inside
the frame with the title. Any way to move it back? I am using Romanesque as a
Theme but reappling it does not work. Also, if I try to apply another theme
the menu bar is also with the title.
 
Please explain what you mean by frame and if possible can you provide a URL to this page?

Sorry Thomas, the solution is so basic I am embarrassed to even tell you. I
was just not thinking. Problem fixed. The site is not published yet.

OK, fess up time. I deleted the left shared border by mistake and the Link
Bar was moved into the existing top shared border. DAAAAA I re-established
the left border and moved the Link Bar back. OK, OK, now I'll go to bed
without leftover turkey.
