memory card reader

Why won't my card reader read every time? When inserting my memory stiick it will read as drive I, but if I take it out it will not read it again until I reboot with memory stick inserted, then it will assign a different drive.
 
Have you set your USB Controllers to 'go to sleep' if they aren't used after
a while to save on power? If so, disable that feature (Device Manager, each
USB Root Hub).....

If it is disabled, it sounds more like an insufficient PSU issue.
