Meeting Request or Appointment does not open in Outlook 2003

I have Outlook 2003 on Windows XP Professional and I cannot create a new
Appointment or Meeting Request.

Is there a setting that I need to change to fix this?

What happens when you try?
 
did you try rebooting? is sp3 installed? if unsure, see help, about.
