The whole idea of "icons" is that they should be recognizable without
text. However, as any US driver who goes to Europe for the first time
learns, what seems obvious to some is not obvious to all. The same goes
for software in general and Windows in particular.
For that reason, most Windows icons have pop-up balloon tips if you
hover your mouse over them.
If the balloon tip doesn't help (or if the particular icon you're
concerned with doesn't have one), start start with the title of the
window in which the icon appears and try to describe it as best you can,
including its relative position in the window.
