MBSA Installation unsuccesful

Installing MBSA, under W2K, does not succeed for an unknown
reason. The error message is
Setup was interrupted before Microsoft Baseline Security
Analyzer could be completetely unstalled. Your system has
not been modified. To complete installation at another
time, please run setup again.
Installation log contains following lines

Hi Kari,

Well -- I think you can tell this from the log, but a custom action named
"CheckSilentUpgrade" is failing (return value of 3). CustomActions are
basically a black box, so there is no way for us to know what exactly it is
doing or why it is failing. All I can suggest is to contact PSS.
