Maximizing Windows when Opening

My computer uses XP in Classic Windows style set to open windows in their own
window. When I open a new window or any window, sometimes they will open in
the Maximized view and sometimes in a smaller window which forces me to
Maximize the window. Is there a way to force each window to always open in
the Maximized format?

When you create a shortcut to any executable, the Properties of the shortcut
have a dropbox that can be set to 'run maximized'
