Windows Screen Won't Maximize on Opening

I don't know what I did, but when I open some of the shortcuts on my desktop,
the window for that particular program no longer fits the entire monitor. I
maximize but clicking on the maximize button, but the next time I open it up,
it is small again.

How do I return to being able to fully maximize these windows?

There are two ways to accomplish what you desire:
1) Right click on the shortcut.
Click Properties in the popup menu.
Click the dropdown arrow in the "Run" box and select Maximized.
Click Apply >Ok.

Or

2) Place your cursor on an corner edge of the window so it becomes a arrowed cursor.
Drag the corner to the size you want the window to be for the two particular sides.
Do the same with the opposite corner.
Hold down the ALT key and close the window by clicking the X in the upper right
corner.
When you open the window again it will open to the size you closed it at.

OK, thanks. I will have to use option 2 because when I right click an icon,
and then select Properties, there is no "Run" box to be found anywhere.
Should it be there?

It should be under the Shortcut tab, you did mention "shortcuts on my desktop".
They are actual shortcuts you questioned about correct?
Which apps are you opening from the desktop?

The problem is with a shortcut for Google and some other websites that I
visit often.

I tried the arrow, hold down Alt key while pressing X to close the
application. When I clicked on the Google shortcut again the problem was
still there.

Maybe I have to first reboot to save what I did?
