Max CPU usage for a single process

I have what I think is a basic question that no one can
answer. Hopefully someone in this newsgrroup can. Here
goes...
On a quad CPU box why does a single process (viewed
through Task Manager) always max at 25% CPU, which works
out to be 1 CPU. If the 3 other processors are sitting
idle why would it not use more CPU resources?

Is it not default behaviour for a process to use multiple
processors? My problem is with a Sybase database only
using 1 CPU. But lets use a simple ex, if you open Adobe
it will only ever use 25% CPU. It does not appear to be
locked to 1 physical process.
