How can I stop a windows 2000 workstation from becoming
the master Browser?

Either stop the Computer Browser service or

Change the registry value:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Browser\Parameters\MaintainServerList
from "Auto" to "No" (then restart service).

Just stop and disable the Computer Browser service.
