Apple is already using liquid cooling on its dual-processor systems. And
these systems are targeted toward the average user and graphics
professional, not gamer. It will be just a matter of time.

I'm sure Apple do a lot of things, but it would increase the cost of the PC
as well as increasing the risk of component failure. Water cooling just
means more things to break down.
Perhaps you haven't noticed but plenty of people do not have heat issues, so
I think producers are far more likely to redesign components to deal with
heat rather than just bung a water cooler on it.
