Mass Storage Device not recognize in USB 2.0

My notebook is running WinXP + SP1

It has built-in USB 1.1 ports.
And I bought a Valueplus SPIO Mass Storage Device and a
Eagletec PCMCIA USB 2.0

The SPIO harddisk cannot be recognized by USB 2.0 card,
even though I tried updating the PCMCIA driver, check all
the powers... etc.

The most worst case is, if I plug into USB 1.1 port, the
harddisk run normally!

Could anyone help me?
