mark up document

I have a document that has tracked changes in it. I want to get rid of the
tracked changes and just have the final document as a final document with no
history of the changes along the way. I do not just want to turn off showing
the changes. I don't want the tracked changes to be there at all. How do I
do that?

Word 2003.

What I am trying to do is make it a regular document, no tracking. I've
tried "accepting" the changes, making the document "final," copying and
pasting the text into a new document. But, nothing I do makes it just a
regular document. Help!

What you're doing SHOULD be working.

1. Press Ctrl+Shift+E to toggle TRK off (look in the status bar to make sure
it's turned off).

2. In the Reviewing toolbar, drop down the Accept arrow and click Accept All
Changes in Document.

Are you saying that step 2 is failing to accept all of the changes? Does the
document have Comments and/or other review content as well?
