Margin, letterhead, background image two pages Word 2003 ... I'mgoing crazy!

Please help before I commit a felony. I want to create a letterhead
template with a background image on page 1 - the left margin must be
2.25 to accommodate the letterhead. IF (I stress IF IF IF) there is a
page two, it needs to have a left margin of 1.25.

Here are the problems: if I do the Different First Page, it works for
the background image only appearing on page one but I CANNOT get the
margins not to be incorrect on page two OR I have to have a second
blank page as part of the template and use a continuous section break
and then the user has to "jump" over it on page two to get the Next
Section Margin Settings. Also, the background image WILL NOT lock not
matter what I do. Every time I change the margins, the images shifts.
I've tried locking it via Advanced under the Format Picture - Layout
dialog box.

So, Page One - background image and left margin 2.25
Page Two - I ONLY want this if there actually IS a page two, no
background image and left margin 1.25.

I can't believe this is so difficult to accomplish when it's such a
simple concept and I'd think a very common one. Am I missing
something?

Never mind. I found a tutorial using frames to push the text out of
the way on page one. Word really should address this issue - can't
believe it's so stupid, it can't support this without having to use a
hack. Still, thanks to Suzanne Barnhill for this tutorial - in case
someone else is going mad trying this.
