Maps

Does anyone know where people get the maps they use in their applications?
I don't mean Mappoint type download per use kind of maps, but the the GPS
applications that you see around. I have been looking at maps of the UK on
the OS website and for 1:10,000 maps the price is extortionate (£18,725 for
1 user and £149,800 for 101+ users for the UK) and yet I can buy a GPS app
for approx. £100 that includes the maps for the UK? Are these map people
actually buying the £140,800 worth of maps and selling several thousand
applications?

Any thoughts?

One won't know what the "GPS applications that you see around" look like,
but the UK has AutoRoute 2005 where North America has Streets & Trips 2005.
Buying AutoRoute (for the desktop) includes the Pocket PC/Smartphone
versions with GPS capability built in. The maps have a MapPoint look though.
