I've tried restarting DHCP client and network awareness etc.

I can work perfectly with a manual IP address, but would rather use
DHCP for various reasons.

Win XP SP2 + all hotfixes.

Everything was fine for months and it started playing up yesterday
(could not establish a good FTP connection). I've tried 2 different
routers, but get the same problem.

I seem to have the DHCP client going now, but the FTP problem
persists. I can connect to an FTP server, but cannot get a directory
listing.
I have tried ftp at a command prompt and Filezilla. I have tried
passive mode and this makes no difference.
At the command prompt I can use other commands eg CD and PWD, but DIR
just leaves it hanging till it times out.

Do you have access to the FTP server logs?

Try to upgrade the NIC driver or re-configure the speed on the NIC. This search result may help,
