Make File Association permanent?

I keep some web shortcuts on my desktop. How do I permanently get them to
open with IE7? Even though I right-click, select IE7 and check the box
"always use this program", the "open with" dialog box keeps popping up every
time I click on the shortcut. I use Windows XP Pro SP2. Thanks.
