Maintenance under XP

In the days when I was using Win95, Win98 and then WinME I would
periodically do an fdisk and completely reinstall everything. Always had a
dramatic impact on performance.
I now have WinXP and it seems to be slowing down relative to the speed at
the time of initial installation, also crashes fairly frequently, usually
after I try to awake it after the screen save has kicked in.
Would a new installation be the solution or is there a simpler way?
