I am using &mailto to create an email in Outlook from a URL. When it
executed it opens a new email (great!) however my signature (configured in
Outlook) is not in the email. Is there a parameter I can use that will
create the email and put in my default signature.

Nope, because this way you will only launch a stub of Outlook. Not all
features and settings are supported then like for instance the e-mail editor
is always Outlook and the message format is always Plain Text.
