mailbox size problem

I am familiar with problems from Exchange mailboxes becoming too large
and how to fix them. I recently came across the following:

Outlook 2003.
only 1 pop3 account (Internet mail) configured.
account receives e-mail that "mailboxname is 93.xx% full....." where
the actual name of the internet mailbox is printed and is also listed
as the sender and recipient.
using a PST file.
Cannot receive any new e-mail from pop server.

The PST file is a little over 550 megabytes. From what I've read, I
thought the limit was 2 Gig. If so, my math says more like 30% full.
Am I wrong about the maximum size? Is this normal behavior? virus?

the message is from the pop server. is the user leaving mail on the server?
 
Outlook doesn't create those messages - so it's either the sever or a
spammer/virus bouncing the message back. The header should have some clues
on where its coming from.

Also - the 1 of 512 is for the entire mailbox, correct? The user doesn't
have a junk mail folder on the server or other folders full of mail?

As far as I know, the 1 / 512 was for everything. It seems that
after several calls from various customers, the ISP determined there
must be a problem with their mail server and fixed the problem.
