mailbox full response

In Outlook 2000, if my mailbox was full and i tried to send/forward an email,
I would get an immediate "mailbox full" response and the email could not be
sent until I corrected the problem.
In Outlook 2003, if my mailbox is full, I can "send/forward" an email as if
nothing is wrong, but will eventuially get a rejection email saying my email
was not sent. This is no good. Can it be changed to respond as it did in
Outlook 2000?

That is a function of your mail server, not your e-mail client. If the mail
server accepts your message, it's gone. Getting a mail sometime later is a
separate function performed by your mail server (or the mail server to
wherever you sent your message since it might be the recipient's mailbox
that is full). Normally, a full mailbox only affects *receiving* new mails,
and has nothing to do when *sending* mails (since they don't go into your
POP3 mailbox to use up its quota and the local copy is in your .pst file,
not in a mailbox).
