Mail keeps going to Junk Mail

Just recently, Outlook has been sending messaghes to the Junk Mail folder
which are Junk and I can't seem to get it to stop.

I've clicked on "Not Junk" and clicked on "Add to Safe Senders List" and for
distribution groups I've also added everyone to my "Safe Recipients" list.
Mail from my sister is still going to Junk Mail so I created a rule to send
her mail to the Inbox but it is still going to Junk Mail.

Any suggestions?
 
The rule probably won't do anything since they don't work on messages in the
Junk Email folder.

Have you tried reducing the junk mail filtering level?
 
Thanks for responding to my question.

It's not just a question of moving the message from Junk to the Inbox, any
new messages from my sister go to the Junk folder.

I'm not particularly computer savvy but I've got the Junk mail set at "low".
Is that what you mean by filtering level?

Have you installed any Office updates recently? There have been some
Outlook Junk E-mail filter updates that have caused this problem and the
solution has been to uninstall the updates, then reinstall them or leave
them uninstalled.
