Is there a way to use the "mail" icon to launch Windows Mail instead of
Outlook?
 
Which particular "mail" icon are you talking about? There are several.

This may help. Ensure that Windows Mail has all its defaults:
Open the Default Programs applet, which you can access either from
the Start menu or via the Control Panel, then click the first item:
"Set your default programs."
After a few seconds, a list of programs comes up. Click on "Windows Mail".
If it doesn't respond with "This program has all its defaults" then fix it by
clicking on the option indicated by the first green arrow.

Repeat the above directions, but this time click on "Internet Explorer"
instead of "Windows Mail".

If you have the WM icon on the desktop, drag it to the quick launch area in
the task bar.

If not go to Start>programs>WM>Rt click>sent to desktop (create shortcut)

Looks like a problem with your internet provider's DNS server, not
with the site. I had no trouble reaching it.

Click Start, select Default Programs
Click Set program access and computer defaults
Click Custom, and select Windows Mail
Click OK

Then, follow these steps:

Click Set your default programs
Select your mail client from the list
Click Set this program as default
Click OK
