Mail Envelope behaviour.

Hello, running Outlook 2002, SP3.
I have a bunch of filters (i.e. Rules) that move various messages to
various folders on arrival.

Is there a way to change the behaviour mail envelope (that appears in
the system tray), so it only appears when the message
a. Is not filtered by the various Rules (stays in the Inbox)
b. or Is set by the Rules to be a low priority.

Not in any version. However, in Outlook 2003 SP1, Microsoft did change the
behavior of the notification such that the envelope appears only when
messages remain in the Inbox after the rules have run.
