itself on my system.I am the only user on a desktop pc.Is this a HACKER?

You installed the .NET Framework. The appearance of this account is normal.
 
You're welcome, Kevin. No problem about being novice. All of us were at one
time or another.

The creation of that extra account is not mentioned in the original
documentation for that package (may be noted now but I haven't checked).
It's caught quite a few folks by surprise.
