How do I get machine B to go through machine A to access the web?

Machine B should have a DG of 203.203.203.101
NIC 2 of Machine A should not have a DG.

Won't matter. Though it *seems* like you can enter one, Windows only
uses a single default gateway. leave it blank.
Machine B
NIC 1 (203.203.203.102, default gateway [what should it be?])

The address it plugs into on Machine A, 203.203.203.101

Just like that.

You don't mention operating systems, but you might also want to look
at Internet Connection Sharing. Also, I assume you've made up the
IP's since the 201 and 203 netblocks might get you into trouble when
you hit the folks in Uruguay who actually own that netblock... :)
