This is the Symantec Live Update program. Check that your box is
virus-free by running NAV with the latest virus definitions. Update by
hand if you have to, and try running the scan in Safe Mode. The Live
Update program works for all Symantec products, so I'm just guessing
you have NAV or NIS - it could be a different product. If your computer
is clean and the problem continues, check in Symantec's support
knowledge base for your particular product.

LiveUpdate for Norton software. Contact Symantec. It is pretty tough to
find where to submit an online request for free help.

www.symantec.com
Click the "Support" bar button.
Click "Continue" under "home & ..." section.
Click "start free online support".
If you don't let them install their support AX control, you'll have to
select the Norton product you have.
Eventually you get to a page with "search the knowledge base".
Click the "other software issues" link.
Click the Contact tab.
Click "free online support".
Finally you get their web form to submit an online help request.

There might be a URL that circumvents a lot of this navigation but I don't
know it.

Since you've already gotten two answers telling you what the program is
and what to do, I'm not sure what else you need. Simple solution: call
Symantec tech support.

If you are unwilling to submit a free tech question using Symantec's web
site or to call them then just uninstall their product(s).
