Lucent WIN Modem not recognised

I am running Windows XP patched up to date, on a Athlon
1gb with 256mb of memory.
My Lucent Win Modem is refusing to work following a
rebuild of my system.Wheneve I try to use any application
that utilises the modem, it will not recognise it. I am
unable to set up an internet dial up as it will not
recognise an installed mode, and my fax software will not
work for the same reason.
The drivers are installed correctly, and Device Manager
recognises the modem and says it is functioning OK. I have
queried the modem and get back good results. I have
reseated it a number of times and used different PCI slots.
As far as Windows is concerned there is not problem,
however as soon as an applicatiopn or process tried to
utilise the modem, it advises me that there is not one
installed.
I am at a loss as to what to do next.

Does Windows assign it a COMx port? Does the application(s) recognize other
communication ports than the standard COM1 and COM2? Does you Lucent
drivers have a setting to force the card to behave like a regular COM port?

Are your modem drivers specifically indicated as working with XP? I'd
look for an update.
